Elevating Singapore–China Collaboration with SSCIP and ITTC

We are excited to announce that on 29 May 2025, InnoForge Ventures has officially signed a tripartite Memorandum of Understanding (MOU) with the Sino-Singapore (Chengdu) Innovation Park (SSCIP) and the International Technology Transfer Center (ITTC). This strategic agreement aims to deepen regional innovation ties and create cross-border opportunities for startups, investors, and tech partners.

A New Chapter in Cross-Border Innovation

This partnership signifies more than a handshake—it reflects a long-term commitment to building mutual trust and accelerating the next wave of high-tech growth. As Singapore’s premier incubator focused on advanced technologies, InnoForge Ventures is proud to contribute to SSCIP’s vision of becoming a global innovation hub where “The World, in One City” is not just a tagline, but a lived reality.

This MOU marks the beginning of a strategic partnership focused on:

  • Facilitating two-way startup and technology exchanges.
  • Supporting venture incubation and acceleration programs between Singapore and Chengdu.
  • Creating internship and work opportunities for Singapore students, such as those already arranged by Singapore Polytechnic.

About SSCIP: Where Innovation Meets Integration

Located in the southern core of Chengdu High-Tech Zone, SSCIP is a landmark project jointly developed by the governments of Singapore and Sichuan. It spans a planned area of 10.34 km2 and is home to more than 180 high-tech enterprises. SSCIP is designed as a walkable international community that blends innovation, ecology, and culture.

As of 2023, SSCIP recorded CNY 65 billion in revenue, housing over 30 top-tier communities, 24 schools, and more than 2900 acres of green space. It is home to major players like OPPO, Kuaishou, Haiguang, and Medtronic, and boasts specialized parks such as the AI Innovation Center and the 5G Interconnection Innovation Park.

Notably, SSCIP is also a national core zone for Artificial Intelligence application innovation and next-generation digital economy development. The park’s strategic location, just 30 minutes from Chengdu East Station and 40 minutes from Tianfu International Airport, makes it a gateway to Western China.

The Role of ITTC

The International Technology Transfer Center (ITTC) is a bridge builder between Chinese innovation hubs and global markets. By facilitating international cooperation, ITTC helps translate research into real-world commercial impact. Its involvement ensures that this MOU will not remain symbolic—it will activate channels for tangible technology exchange, pilot programs, and co-investment opportunities.

What This MOU Means

For Innoforge Ventures, this collaboration opens direct access to a vibrant innovation district backed by both the Chinese and Singaporean governments. For SSCIP and ITTC, it offers an entry point into Southeast Asia’s fast-growing deep tech ecosystem, with a trusted local partner in Innoforge.

As part of this collaboration, InnoForge will establish and operate an incubation facility within SSCIP itself. Unlike many cross-border initiatives, our physical presence on the ground means we are officially commissioned, not just partnering remotely, but embedded directly within the ecosystem we aim to empower.

Our collaboration aims to:

  • Create shared funding mechanisms to accelerate commercialization.
  • Facilitate Singapore-based businesses expanding into China via SSCIP.
  • Enable Chinese deep tech ventures to explore Southeast Asian markets via Singapore
  • Develop joint innovation challenges, exchange programs, and incubation projects.

Why Chengdu?

Chengdu isn’t just the “City of Happiness”, it is a rising global powerhouse. Ranked 48th in the 2024 GaWC World Cities Index, Chengdu is China’s 4th most competitive city after Shanghai, Beijing, and Shenzhen. It hosts over 127 Fortune 500 companies and contributes over CNY 320.1 billion to China’s GDP from its High-Tech Zone alone.

Moreover, the city supports 80,000+ talents, including 75 academicians and nearly 500 nationally recognized experts. It’s no wonder Chengdu has been named a “World City of Gastronomy,” “City of Music,” and “City of Design” by various international bodies.
